Frank X. Ruggier earned his J.D. from the University of Southern California where he received the American Jurisprudence Award in Bankruptcy. His B.A. is from the University of California at Irvine, where he graduated cum laude. He is a member of the State Bar of California and a Certified Legal Specialist in Bankruptcy Law by the State Bar of California, Board of Legal Specialization.

He is a member of the Los Angeles County and San Fernando Valley Bar Associations. He is also a member of the National Association of Consumer Bankruptcy Attorneys (NACBA) and the Central District Consumer Bankruptcy Attorney Association (CDCBAA).

While at law school, he was an extern to the Honorable Calvin K. Ashland, United States Bankruptcy Judge for the Central District of California and was awarded the American Bankruptcy Institute medal of excellence for Bankruptcy.

Frank is an Orange County transplant, originally born in New Jersey. In his spare time, Frank enjoys spending time with his wife and three sons, playing and watching many sports, and participating in fantasy football, baseball and basketball leagues.
